I mean, yeah, it’s a shitty joke that has no basis in how it would actually play out. It’s a badly constructed gag, so it falls flat.
Like, it’s right wing memeing at its best, and it’s not even funny. Not because of the target, though that does make it shitty in the punching down regard. It’s because it’s just a bad joke.
The same basic concept could work, with a bit of tweaking, but whoever cooked it up didn’t have the wit to even try
