Depending on your definition of border, borders between two countries don’t always match.

Basically every single dot in https://en.m.wikipedia.org/wiki/List_of_territorial_disputes#/media/File:Map_of_Territorial_Disputes.svg will cause the legal borders of bordering states to diverge.
