Could use a Lemmy community I guess
No, in Lemmy communities everyone can post messages, and discuss.
I can just create several Mastodon accounts and use each for separate topic bit it is not very comfortable.
Those are probably your best options right now.
You could also write your own platform that does exactly what you want.
You can set a community to only allow moderators to post
Lemmy is not that I need. Mastodon satisfies my needs more but I cannot create topics, unfortunately
You cannot create topics on Mastodon, but you can limit who can post on Lemmy communities.
Also Lemmy posts aren’t displayed correctly on Mastodon
