Gujarat is a very Hindu & vegetarian province. The guy was circulating a pamphlet (perhaps among Muslims) on how to perform Qurban - the animal sacrifice Muslims do, particularly around this time of the year as it is eid.

It doesn’t bode well for religious tolerance and secularism in India.
