It’s not really a rule exactly but you don’t need to be on the most popular instance. Literally doesn’t matter what instance you’re on as long as you’re not on one of the right wing ones that ban everyone. It’s better for the community to have everyone be on lots of smaller instances because it decreases the centralization, which of course is the entire point.
